This study examines the evolution of fiscal policy in early Islamic history, from the time of the Prophet Muhammad (peace be upon him) to the period of the Caliphate. Using a historical-analytical approach, this study aims to identify basic principles, policy innovations, and their impact on the economic and social development of Islamic societies. The results show continuity in basic principles such as justice and general welfare, as well as significant innovations in state financial management, particularly during the reign of Umar ibn Khattab. This study provides valuable insights into the foundations of the Islamic fiscal system and its relevance to contemporary economic challenges, particularly fiscal policy in Indonesia.
